Are We Near the Tipping Point for Drilling to Increase?


EIA announced last Wednesday that oil production in the Bakken and Eagle Ford will be down 31,000 and 47,000 respectively. This information coupled with the fact that inventories in Cushing are decreasing. Not too long ago, everyone was wondering where we would store all this oil. No one is wondering any more. Last week at OTC, everyone was talking like $65 would be the price that drilling would pick up. With today’s price of crude surpassing $61, we may not be too far off. If we are near the tipping point, when is the tipping point? From my perspective, when the Baker Hughes U.S. rig count is over 1000 rigs, the recovery in drilling will be taking place. Last week, the rig count was 884. Now that I have drawn a line in the sand on the rig count, the question remains when. Since we are looking for 13% increase in the U.S. rig count, my forecast is that by September 1st the U.S. rig count will be in excess of 1000. Summer can mean special hazards you never considered!


The coming of summer means warmer weather and some relief from the cold of winter. Many do not realize that with the rise in temperatures is the rise in vapors that are liberated from tanks sitting out in the hot sun all day. Injuries and deaths linked to tank vapors related to gauging have been in the news lately. It is a topic that is relevant to all who are associated with completion and production operations. We were lucky enough to attract two top experts on the cutting edge of this issue to speak at Shale Directories “Get Ready for Summer Safety Seminar. Shell Cracker Supporters Show Up in Full Force at PA DEP Air Quality Hearing


Community support for the proposed Shell Cracker facility in Monaca PA was evident at a May 5th Pennsylvania DEP hearing held to discuss the Air Quality plan for the Beaver County industrial project. DEP scheduled this hearing to gather public input about air quality issues associated with Shell’s proposal. The agency’s air quality pre-construction review program normally requires prior approval of a plan before construction of any new air contamination source. Shell has demonstrated that proposed emission rates will not cause or contribute to violations of National Ambient Air Quality Standards. Of the nearly thirty public speakers at the hearing, twenty spoke in favor of the Shell proposal. Kevin Sunday from the PA Chamber of Commerce highlighted Shell’s efforts in improving air quality standards utilizing new technology. Nature Gas Well Represented At DEP Public Hearings


As a result of legislation adopted by the General Assembly last year, DEP is now required to separate regulations for conventional wells and unconventional wells, thus we now have 78 and 78 A to cover both types of drilling. The Pennsylvania Department of Environmental Protection (DEP) held the first of three public hearings on proposed Chapter 78 and Chapter 78A regulations at Washington and Jefferson College, Washington, PA on April 29th, 2015. Over 70 speakers originally signed up to testify. Due to the limited length of the hearing which ran from 6 to 11 PM an estimated 55 speakers provided oral testimony to DEP at this hearing. A solid majority spoke in opposition to the proposed regulations and in support of continued conventional and unconventional gas drilling. There was an excellent turnout of pro-energy advocates both, speakers and audience members. Small Businesses Workshops in the Bakken and Niobrara Shale Areas: Learning from the Marcellus and Utica Shale Plays The Pennsylvania Small Business Development Centers (SBDC), located in the Marcellus and Utica Shale Plays, have teamed up with their counterparts in Colorado, North Dakota, and Montana to host a series of workshops in May for small business owners on shale energy supply chain opportunities in the Niobrara and Bakken Shale areas. The workshops will also focus on business resiliency and weathering the boom/bust industry cycles. The no-cost events are targeted to companies currently working or those looking to find opportunities in the shale energy sector. Since 2009, the Pennsylvania SBDC has been providing services to small business owners across Pennsylvania working in the Marcellus and Utica Shale regions. Many small businesses, regardless of proximity to a primary drilling location, have been able to take advantage of supply chain opportunities to grow their business
